City of Sudbury

Can anyone please explain why there’s dog feces strung along every public city owned playground, park & recreational area, done by pet owners who for some reason can’t place the shit into the trash receptacles almost beside them??

This city is a disgrace and something really needs to be done. Other cities are not this disgusting. Nice pride guys.
